 NECW Series Report (1): the 28th National Energy Conservation Week and 6th National Low-Carbon Day Launches in Beijing

 

In order to implement the spirit of the 19th National Congress of CPC and idea of ecological civilization of President Xi; promote the fundamental policy of energy conservation and environmental protection; cultivate and practice the recycling value of resource-saving; encourage a greener lifestyle as well as consciousness raising among the whole community; and facilitate green development, the National Development and Reform Commission worked with 14 administrations to organize the publicity of National Energy Conservation Week from Jun 11th to 17th, whose theme was Save energy and reduce consumption to guard sky. The National Low-Carbon Day was on Jun 13th.

China is a strong mover in terms of energy conservation, it has been devoting itself in the policy implementation of double control (total energy consumption and intensity) and achieved significant progress. During 2013-2017, China’s energy consumption per 10,000 yuan of GDP has dropped by 20.9%, saving 1.03 billion tce. In 2017, the national total energy consumption was 4.49 billion tce, supporting the domestic production with an average annual energy consumption growth rate of 2.2%. The annual average growth rate of 7.1% provides an important support for the construction of ecological civilization and high-quality development.

On the other hand, as the trend of tackling climate change with low-carbon development becomes a global census, Chinese government has been adopting ambitious policies to curb greenhouse gas emission. In 2017, China’s carbon intensity dropped by about 46% compared with 2005, initially reversing the rapid growth of carbon emissions in the past period, laying a solid foundation for achieving the “13th Five-Year Plan” carbon intensity binding target and implementing the 2030 national independent contribution goal.

This launching ceremony ended with fruitful outcome, including: the energy consumption data of national energy-intensive enterprises monitored by online system in the first eight provinces and municipalities was officially accessed into the national platform; the release of A Hundred Public Constructions Catalogue which proposed to carry out energy-efficient remodeling in EPC; three public organizations signed contracts with EMCos, and other promotive activities.
