National Network and Collaboration

By instructing over 2000 energy conservation institutions from provincial, municipal and county level and 16000 employees, NECC promotes energy conservation and assists the government to build over 1400 energy conservation surveillance institutions with 1.8 billion RMB investment, which lays the foundation for follow-up work, such as seminars, research projects, expert consultation, technology promotion, information dissemination, skill training and global exchanges.

Energy-saving Policies, Regulations, Plans and Management Study

NECC involves in administration assistance regarding

1)revision and amendment of laws, regulations and administrative rules such as The 13th Five-Year Comprehensive Nationwide Working Plan on Energy Conservation and Emission Reduction and 10,000 Enterprises Energy Conservation and Low Carbon Action Program,

2) annual assessment of local governments and key energy-intensive enterprises about their accomplishment around energy-saving “double control” (total energy consumption and intensity) as well as situation analysis of energy-saving on a regular basis,

3) foresight research around major topics such as the supportive effect of energy conservation toward eco-civilization, important policies during the 13th five-year plan, energy consumption revolution, and advise to the administration regarding policy-making.

Energy Conservation Supervision

In order to boost the energy conservation supervision efficiency and strengthen the capability of the supervisors, NECC conducts advanced energy conservation supervision training activities. Meanwhile, NECC will supervise and evaluate the rewarding energy management projects and provide guidance to help energy-intensive enterprises build energy management system to level up the efficiency of the enterprises.

Energy Conservation Assessment of Fixed Asset Investment Projects

NECC assists the administration to better formulate and compile energy efficiency evaluation system and to send delegation to each city to help formulate energy conservation policies.

By the end of 2017, NECC conducted assessments over 2.7trillion RMB of projects which consume 220 million tce of energy after production, reducing 13.2 million tce coal and 32.9 million tons of CO2 emission annually.

In the past six years, NECC has successfully hosted 21 national energy conservation trainings, the trainees are from varieties of different fields and industries in China. The total amount of the trainees has reached 6000 person-time.

Online Energy Consumption Monitoring System

By establishing Online Energy Consumption Monitoring System, NECC collects the energy consumption data from 16,000 energy-intensive enterprises, reflecting energy consumption situation simultaneously in order to improve the management of the enterprises.

The overall structure of Online Energy Consumption Monitoring System is “National Platform+ Provincial Platform +Energy-Intensive Enterprises Access System”.

Energy-saving Technologies and Products Promotion

NECC participates in formulation and update of National Key Energy-saving Technology Promotion Catalog, conducts the best practice appraisal of energy-saving technology, establishes a market-oriented platform and holds press conference and Bio-Partnering meeting to promote energy-saving technologies and products.

Reduction and Replacement of Coal Consumption

NECC undertakes regular on-site check in key regions and cities to inspect each part’s performance in reducing and replacing coal consumption.

Energy Conservation Publicity and Training

In order to raise environmental consciousness and disseminate energy efficient knowledge to develop an energy-friendly society, NECC spares zero efforts in organizing publicity campaigns, such as annually National Energy Conservation Week, business best practice promotion and collaboration with media to further the effect. Meanwhile, NECC is concentrating to enhance its influence by opening official media account to report and update all energy efficient information.

Furthermore, NECC helps to improve the profitability of enterprises by providing the training and tools needed to develop and implement a strategic energy management program, which are designed to help employees understand essentials in construction energy efficiency evaluation with hands-on field training.

International Exchange and Cooperation

NECC has actively expand the international cooperation space and has successfully established relationships with the US, Japan, Germany, Denmark and etc. NECC has also carried out fruitful cooperation on international training, technology promotion and other aspects. 

NECC assists National Development and Reform Commission (NDRC) to undertake essential international energy conservation conferences such as: US-China Energy Conservation Forum, Japan-China Energy Conservation Forum and Germany-China Energy Efficiency Working Group Meeting.

International Project Management

NECC undertakes management projects from GEF, NDRC and MOF which involve over 320 research projects, transform over 50 policies, implement 65 energy conservation projects and leverage over 23 billion RMB.

NECC has widely established relationships with a number of international organizations, World Bank (WB) and United Nations Development Programme (UNDP) for instance. To be more specific, NECC is currently working on

1)    Developing Market-based Energy Efficiency Program in China (MRV),

2)    China Energy Efficiency Financing Project (CHEEF) from WB

and

3)        Enabling Solid State Lighting Market Transformation & Promotion of Light Emitting Diode (LED) Lighting (SSLED),

4)        Phasing-out of Incandescent Lamps and Energy Saving Lamps Promotion Project (PILESLAMP) from UNDP
