Overview

The National Energy Conservation Center of China (NECC) promotes energy conservation and energy efficiency improvement. It also facilitates the development of market-based energy efficiency program as well as international exchange and cooperation in related fields.

NECC is dedicated to play the roles of a coordinator and a public servant at the same time in terms of assisting Chinese administrations in energy conservation surveillance and providing services for the whole society along with the business community.

 

Founding

Conceived in 2009 and directly affiliated to National Development and Reform Commission (NDRC), NECC is a non-profit institution pursuing public welfare, economic growth and eco-civilization development.

Our Vision

Energy conservation is an essential driving force for eco-civilization development, and is seen as an energy resource superior than exploitation. It is the fifth energy except for coal, fuel, gas and alternative energy on account of its advantage in cost and convenience, which provides a vital insight in dealing with current energy constraint and climate change.

We are living in an increasingly integrated world, thus we believe in that only by a win-win approach can we foster a substantial partnership and yield long term benefit. Therefore, we hope to extend as well as consolidate current global or regional exchange and cooperation through bilateral or multilateral agreements with various countries, institutions and organizations.

Our Offices

The General Office (Personnel Division)

The General Office is responsible for NECC’s administration and daily management. It is also responsible for the budget management of each department.

Division of Project Assessment

The division’s work is to undertake the research tasks of energy conserving policies, regulations and managements; to access the data of key energy-intensive enterprises in order to carry out the analysis of energy conservation situation and assist the government.

Division of Publicity and Training

The division’s work is to organize and carry out energy-conserving activities, implement the training of energy-conserving. It is also responsible for the construction and operation of the NECC website.

Division of Integrated Service

The division is entrusted by the administration to demonstrate the energy-conserving assessment report, offer proposals and supervise the implementation of the energy conservation projects.

Division of Energy Conservation Administration

The division’s work duties include: managing the energy efficiency labeling; promoting new mechanisms for energy conservation and provide guidance, and providing services to sectors (or industries), local energy conservation centers, energy conservation monitoring agencies and technical service agencies.

Division of Energy Efficiency Promotion

This division aims to organize the promotion of energy-saving technologies and products, provide consulting services and disseminate NECC’s working progress.

Division of International Cooperation 

This division aims to conduct international exchanges and cooperation in the field of energy conservation, to study and develop international cooperation projects and expand international cooperation areas; to master and summarize the achievements of international exchanges and cooperation; and to undertake the foreign affairs management of NECC.
